Sector Overview

The Committee on the Future Economy (CFE) has identified intellectual property (IP) as a key driver of Singapore’s future economic growth, and the need to strengthen enterprises’ ability to innovate and scale up by building up capacity for IP commercialisation. As such, access to a skilled and competent talent pool is vital for such capability building efforts.  

The IP sector comprises in-house professionals focused on IP activities within companies in the various sectors of the economy, as well as professional firms that provide specialised services for IP protection, litigation/dispute resolution and consultancy associated with commercialisation activities. 

 

Eligibility Criteria

  • Singaporeans with at least 2 years of full-time work experience

  • Not a previous recipient of any SkillsFuture Study Award

  • Public officers and staff from IPOS subsidiaries are not eligible for the SkillsFuture Study Award

  • Committed to deepening IP skills or broadening complementary skills relevant to the IP sector through continuing education and training

  • Able to apply skills acquired in current/future job function as part of personal career development plan

  • Meets course entry requirements of the relevant course(s) and has been accepted for selected course(s) of study

  • Must not have completed course(s) of study at the point of application

  • Courses for which support is being sought must be completed before 30 June 2020

  • Course fees should be $3,000 or more (after deducting applicable funding such as grants, subsidies, awards, scholarships, sponsorships, etc). The SkillsFuture Study Award can be used on top of existing Government course fee subsidies, such as the SkillsFuture Credit and SkillsFuture Mid-Career Enhanced Subsidy

  • Not a recipient of any fully funded scholarship/sponsorship for the same course(s)

  • In the event of a nomination by an employer, the employer's nomination must be accompanied by reasons for nomination, details of nominee’s work performance and potential for advancement in the company/sector, and explain how the course(s) of study will help nominee fulfill current and future job requirements

  • Individual applicants must provide a letter of recommendation or testimonial from current or former employer

Applicants can opt to take more than one course (up to three additional courses, i.e. maximum of four courses in total) as part of the SkillsFuture Study Award.

Application Period, Evaluation Process and Claim Process

Application closing date: 31 December 2018

Evaluation of applications is ongoing and on a first-come-first-served basis, until the awards allocated to the IP sector have been fully given out. IPOS reserves the right to request for more information from the applicant during the evaluation process to support the application. The evaluation process will take approximately 8 weeks upon receipt of the application form and the necessary accompanying documents and/or information to the satisfaction of IPOS. 

We regret to inform that only shortlisted applicants will be notified. IPOS reserves the right not to disclose the reasons for approving or rejecting any application. Incomplete and late applications will not be considered.

 

To apply:

  1. Download the SkillsFuture Study Award PDF application form and complete all the required fields. In the event of a nomination by an employer, please complete Section G: Employer's Nomination of the application form by providing the following information:
     
    (a) Reasons for nomination,

    (b) Details of nominee's work performance and potential for advancement in the company/sector, and

    (c) An explanation of how the course(s) of study will help nominee fulfill current and future job requirements.

  2. Submit completed application form on the online submission page on the SkillsFuture Study Award portal. Please select the applicable Type of Application, i.e. Individual Application or Employer Nomination. Please note that the online submission page only allows one attachment, which is intended for the SkillsFuture Study Award PDF application form.

  3. Submit the following supporting documents within 1 week from date of submission of the application form to IPOS_ACU@ipos.gov.sg. Please indicate your application number in the email subject title.

    (a) Scanned coloured copy of NRIC (front and back);

    (b) Details of additional course(s) (Click here for the Additional Course(s) Application Form);

    (c) Scanned photocopy of Letter(s) of Acceptance from the institution(s) for the selected course(s);

    (d) Information on selected course(s) of study, including course outline, fees payable and invoices, and start and completion dates of the course(s);

    (e) Details of any grants, subsidies, awards, scholarships and/or sponsorships, including the source of funding, the amounts received and the relevant documentation on funding approval as evidence;

    (f) Document comprising:

    i. A write-up on your experiences in demonstrating effective application of skills acquired in other courses in your job function, and

    ii. Two separate contacts for ease of reference checks being conducted by IPOS. Please provide particulars of two persons who are not related to you. They should be
    responsible persons who know you well with regard to your character and work performance.

    (g) Letter of recommendation or testimonial from current or former employer. (For individual applicants)

 

Claim Process

Shortlisted applicants will receive a Letter of Offer with the relevant terms and conditions of the award, a Letter of Undertaking and a Claim Form. 

To accept the award, the applicant shall undertake to comply with the terms and conditions of the award and shall be required to post the original signed copy of the Letter of Undertaking (provided with the Letter of Offer) to IPOS within 2 weeks from the date of Letter of Offer.

Disbursement of the award sum of $5,000 is dependent on the duration of the course(s). IPOS will notify the award recipient to submit the Claim Form for a one-time disbursement of the award sum, according to the timeline below:

The award recipient shall post the original signed copy of the Claim Form to IPOS within 2 weeks from the date of notification by IPOS. The disbursements will take approximately 8 to 12 weeks from the date of receipt of the Claim Form.

It should be highlighted that under the terms and conditions of the award:

  • Award recipients shall submit a copy of the official course completion certificate(s) to IPOS within 4 weeks of completion of the course/each course (for multiple courses in a bundle)

  • Where the certificate(s) is/are not furnished within the prescribed time frame, or where an award recipient fails to complete the course(s) and is unable to furnish the official course completion certificate(s), the full sum of $5,000 shall be returned to IPOS
